A FEW WORDS
I started journalism in 1975 by publishing monthly magazine. Later on in
1984, I started weekly newspaper Nagraj Dapan. Nagraj Darpan is published regularly from Kanpur and Dehradun. In 1984, we constituted Association of Small Newspapers Of India which was registered in 1986. This association was the only representative organization of small newspapers in the country. In 1997,this association was notified by Press Council Of India for representation as All India organization. In 2004, Press Council Of India notified again for representation and I was elected a member in the council for its three year term. On the demand of members, we allowed medium newspapers to be our member and amended our constitution. Now, this organization is registered as " Association Of Small & Medium Newspapers Of India".
From last 25 years, we are trying to safegaurd the interest of small and medium newspapers. Problems of small and medium newspapers are presented before government in a very strong way and we get some relaxation also. Recently on 12th June, we met Minister Of I & B, Mrs Ambika Soni and discussed every issue of our members. We are trying our best to solve the problems of small & medium newspapers.

Bylaws
2-Address: 12/ 480, Mecrobertganj, Kanpur.

3-Jurisdiction: India.
4-Membership: Any journal published regularly in India, duly registered with R.N.I. and covered within the definition of small and medium newspaper, can become member of the Association. Membership shall be conferred upon the approval of the duly filled in prescribed form received alongwith annual subscription. Membership fee shall be for Rs. 150.00 for dailies annual and for other periodicals RRs.100.00 per year.
5-Cancellation of Membership: The membership can be cancelled under following conditions.
- Stoppage of publication of newspapers for 6 months or closure of its publication..
- Failure to deposit annual subscription by 31st March of every year.
- Indiscipline or anti-association activities.
- 6-Structure: The association shall have:
7-General Body: It shall be constituted will all members of the association. It shall meet once in a year.
8-(a) National Council: Each state unit have one representative in to National Council for every 25 members. Founder member of the association shall be life members of the council. National President, shall nominate 5 members for the council. All State Presidents and Secretaries shall be Ex-officio member of the council.
(b)Executive: (I) National Executive shall have following office bearers:
President – One, Vice President – One, General Secretary – One ,
Secretary – One, Org. Secretary – One, Treasurer – One.
- (II) State executive : State executive shall have following office bearers:
- President – One, Vice President – One, Secretary – One, Org. Secretary – one additionally, State council shall have one representative from each mandal besides 5 members, nominated by President.
- (III) Mandal and District Unit: Mandal council shall have 2 representatives from each district and shall have ten members. Mandal and District unit shall have one president, one vice president and one secretary.
- Powers of the Office Bearers.
- National Executive :
- President: To supervise and control all activities of the association, president’s decision shall be final in all disputes and shall be responsible for all-administrative and organizational work to the national executive.
- Vice President: To aid and assist the president and deputise for him in his absence.
- General Secretary: To help the president in the discharge of all administrative and organizational responsibilities of the association, to convene meetings of all regularly constituted bodies and arrange for such meetings. He can constitute state, Mandal and district units with the permission and authority of the president.
- Secretary: To aid and assist the General secretary.
- Organizing Secretary: To look after and under take organizational matters of the association, to advise in the matters pertaining to the organizational activities and help in organizing state units.
- Treasurer: To supervise the treasury of the association, to get association’s accounts audited annually by any C.A. and will present annual audited-accounts to the national council.
- State Executive: Every state president, after his election/nomination shall constitute the state executive under specific directions of the General Secretary and shall act in accordance with the instructions of the General Secretary to promote the interest of the association and members.
- Mandal & District Executive: Mandal and district Presidents shall constitute council and executive in accordance with General Secretary’s directions after their election/nomination, and shall act in the interest of the members.
11-Notice: A 15 days notice is essential for convening any meeing.
12-Quorum: 1/5 members shall for quorum for any meeing.
13-Annual Conference: National, State, Mandal and district conference shall be convened once in a year.
14-Vacancies: Any vacancy occurring before the expiry of the term of any office bearer, shall be filled by nomination by General Secretary with the concurrence of the National President. Such vacancies at Mandal-district level can be filled through nomination by state presidents with the permission of General Secretary.
15-Nomiation for Govt. Committee: National President is vested with the power to nominate from among members for any committee constituted by the govt. for newspapers, Journalists and professional welfare.
16-Term of Committees: All committees shall have two year’s term.
17-Election: Biennial elections shall be arranged by central office. National President, State Presidents and National Council members shall be elected directly by members. In case of contest, ballot would be organized. Elections schedule will be initiated in September so that new executive is sworn in by January, next year. In case of any disputes, the National President’s decision shall be final.
18-Amrndment: Any resolution backed by ten members and moved in the annual conference(national level) of the general body can be admitted for consideration and can be adopted only by 2/3rd majority.
19-Funds: (I) The funds of association shall be kept in any scheduled bank by a special resolution of the executive and account shall be operated under joint signature of President and Treasure.
(II) State, Mandal and District Units: State, Mandal and District units can open their accounts under joint signature of units present and nominated member of their unit. But written permission of the national General Secretary must be procured for the purpose.
(III)One quarter of the amount received from states on accounts of membership fee shall be refundable to respective state after annual budget is adopted.
20-Audit and Inspection of Accounts: Annual accounts of the association shall be got audited by a chartered and shall be presented before annual conference, after approved by national executive.
21-Legal Action: Any legal against the association can be under taken only in Kanpur Courts.
22-Records of Association: (1) Membership Register (2) Proceeding Register
(3) Cash Book (4) Ledger (5) Dead-stock Register.
23-Dissolution: Specially convened annual meeting this purpose shall pass a resolution by 2/3rd majority for Association’s dissolution and all connected authorities shall be informed immediately about it.
